Annoucements.
The Council came to order at 2:00. Collis Geren introduced Randall G. Luttrell, Associate Dean for the Dale Bumpers College of Agricultural, Food and Life Sciences and ex-officio member of the Graduate Council. Juana R. Young, acting Dean of Libraries, will also serve as an ex-officio member. Two vacancies, in Fulbright College of Arts & Sciences and in the College of Engineering, will be filled soon. Geren pointed out that there is an unbalance in the terms on the Graduate Council and that will be worked out later. Listings of Graduate Council members and committee assignments were distributed (attachments A and B).
Geren announced that the joint M.P.A./J.D. program was approved. The non-thesis option involving the Scottish Agricultural College of M.S. in Agricultural Economics was approved. Also, Geren distributed a CGS Graduate Enrollment Report (attachment C) which compared enrollment from Fall 1986 to Fall 1996. It showed a 10% drop of enrollment. Analysis of enrollment data showed that a large drop occurred in off-campus enrollment while on-campus enrollment showed a small increase for an overall drop in University of Arkansas graduate enrollment.
Minute Approval.
Geren reminded the Council that the June 18, 1998 minutes were posted to the web, and having received no comments, stand approved.
Old Business.
Geren asked the Council to consider a policy by which every member of the Graduate Faculty would be reviewed every so often, possibly every 3 years or 5 years. He charged each college contingent to determine the criteria for graduate faculty for their college to hold graduate faculty status and report to the Council by the next meeting. Geren is open to suggestions including whether this review could be a part of the post-tenure review process. A bottom line question is should someone not active in the scholarly field be involved in a student's scholarly education.
New Business.
The Council considered a request to establish Graduate Resident Centers for the Master of Science degree in Human Environmental Sciences at the Phillips Community Center of the University of Arkansas, at the University of Arkansas Community College at Batesville, and at the University of Arkansas Extension Building or the Mid-South Center of Leadership Training or the University of Arkansas at Little Rock (attachment D). Professor Peggy Whan presented the proposal which will allow the 33-hour non-thesis option to be offered at these Graduate Resident Centers by video technology. Geren viewed this request as not requiring a month's review by the Graduate Faculty. A motion to approve the proposal was made and seconded. The motion was called to a vote and passed. The proposal will be forwarded to the Faculty Senate.
Geren announced the establishment of a Survey Research Center. The Council agreed with Geren that this does not require Council action and appreciated the notification. Funding of the Survey Research Center was received from ADHE Promotional money, Athletics, Fulbright College of Arts and Sciences, Bumpers College of Agricultural, Food and Life Sciences, College of Education, and USDA. The Center which reports to the Associate Vice Chancellor for Research will be available to the campus.
Geren reminded the Council that in Summer 1999, the minimum enrollment required for graduate assistants will be 3 hours.
There was no Graduate Curriculum Report.
Geren presented the Graduate Faculty Recommendation report (attachment E). A motion to approve was made, seconded, and passed.
There was no further business. The meeting adjourned at 3:09.
