The meeting was called to order at 2:00 p.m. by Chair Patricia Koski

  1. Minutes for the April 16, 2009, Graduate Council meeting stand approved, as no changes were suggested.  The minutes may be found at  http://www.uark.edu/depts/gradinfo/dean/gradcouncil/minutes/index.html.
  2. Announcements: Dean Geren told the Council that the number of students walking across the stage at this year’s All-University Commencement ceremony was the largest ever.
  3. Professor Koski reported that the Academic Appeals Subcommittee met and approved two petitions:  1) to waive a TOEFL requirement for a student entering the MBA program; and 2) to approve out-of-date course work for a student seeking readmission to Graduate School.  Professor Koski also reported that the Teaching Assistant Effectiveness Advisory Committee met to discuss plans for next year.
  4. There was no old business.
  5. New Business: Program Changes/Creations
    1. Professor H. Fu, from the Department of Physics, presented a proposal to delete the Master of Science Degree in Applied Physics (APHYMS) (Attachment A and Attachment B).  After discussion, the proposal was unanimously approved and will go next to Faculty Senate in September, and then to the Board of Trustees (BOT) and Arkansas Department of Higher Education (ADHE).
    2. Professor B. Orr presented a proposal to delete the Master of Arts in Teaching degree in Vocational Education (VOEDMA) (Attachment C and Attachment D).  Following discussion, the proposal was unanimously approved and will go next to the Faculty Senate in September, and then to the BOT and ADHE.
    3. Professor D. Gorman, from the Department of Health Sciences, Kinesiology, Recreation and Dance, presented a proposal to delete the Athletic Training Concentration in the M.S. degree in Kinesiology (KINSMS) (Attachment E and Attachment F).  The Department is moving the program from a concentration to a stand-alone Master of Athletic Training degree, so this deletion is dependent on approval of item 6.e. (below).  Following discussion, the proposal was unanimously approved and will go next to the Faculty Senate in September, and then to the BOT and ADHE. 
    4. Professor K. Grover, from the Department of Rehabilitation, Human Resources, and Communication Disorders, presented a proposal to delete the Educational Specialist degree in Higher Education (HIEDES) (Attachment G and Attachment H).  Following discussion, the proposal was unanimously approved and will go next to the Faculty Senate in September and then to the BOT and ADHE.
    5. Profession D. Gorman presented a proposal to create a Master of Athletic Training degree, in order to meet new licensing requirements for the program (Attachment I and Attachment J).  Following discussion, the proposal was approved unanimously and will go next to the Faculty Senate in September, and then to the BOT and ADHE. 
  6. The Council approved the course change report from the University Course and Programs Committee contained in Attachment K.
  7. The Council approved the graduate faculty requests contained in Attachment L.

There being no other business, the Council adjourned at 2:30 p.m.
